Collaborative Problem-Solving Process:
Aligning School Improvement, Federal and State Requirements, and Strategic Priorities 

The DMPS Collaborative Problem-Solving Process (CPSP) is a tool that aligns numerous bodies of work into a unified action plan. This includes: 
  • a four step protocol to support schools in identifying the most urgent areas for action planning
  • all required components of a Title IA Schoolwide Plan 
  • all required components of the IDOE Differentiated Accountability System
  • strategic district work

All DMPS schools utilize the CPSP to support schools in continuous improvement:

The four steps are:
  1. Define the problem
  2. Analyze the problem and verify root causes
  3. Develop and implement a plan,
  4. Monitor and /evaluate the a plan

Title IA Schoolwide Plan

Nearly all schools at DMPS qualify to receive Title IA funds due the percentage of low-income students enrolled. DMPS implements Title IA in a schoolwide model. Schools use the CPSP to make data-based decisions about identifying needs and investing supplemental Title IA funds.

Iowa Department of Education Differentiated Accountability

Under the Iowa ESSA plan, schools are scored on a set of accountability measures. Ratings based on the scores identify schools for support and improvement (Comprehensive and Targeted) based on the scores. Schools with Targeted or Comprehensive ESSA designations must engage in specific school improvement activities, which are included in the CPSP.

Alignment to District Strategic Work

The CPSP also includes school-specific targets that align to the DMPS Board Goals. 

 Literacy
  • Goal 1. The percentage of 4th grade students scoring proficient or advanced on the ISASP ELA assessment will increase from 50.1% in Spring 2023 to 65.0% in Spring 2027.
  • Goal 2. The percentage of 8th grade students scoring proficient or advanced on the ISASP ELA assessment will increase from 53.3% in Spring 2024 to 63.0% in the spring of 2027.
Future Ready
  • Goal 3: The percentage of Grade 12 students earning a Diploma Plus in 4 years of high school will increase from 38.2% in Spring of 2024 to 63.5% in Spring 2030.
